On offer is an 1862 Confederate States Navy Check signed by William W.J. Kelly, later the first Lieutenant Governor of Florida. This check is graded Choice Extremely Fine 45 by PMG. The PMG holder notes, “Pinholes”. The check was in the amount of $4,417.52, dated December 30, 1862, and was payable to the Central Rail Road and Banking Co. from the Depositary of the Confederate States at Savannah, Georgia. During the Civil War the Central Rail Road and Banking Co. operated critical railway supply lines from the Confederate ammunition works at Augusta, GA to front-line locations in the west and to the port at Savannah, home base of the Confederate Savannah River Squadron. The check bears the signature of William W.J. Kelly, paymaster with the Savannah Squadron since 1861. While at Savannah, Kelly supervised the Columbus Iron Works and a shipbuilding operation. Born in North Carolina in 1814, Kelly was raised in Florida where he later served in the Florida Territorial Legislature and the Florida House of Representatives. In 1847-48 he served in a company of Florida volunteers in the Mexican War, with the rank of captain. In 1852 he entered the United States Navy. Still in uniform at the outbreak of the Civil War, he resigned his US Navy commission and joined the Confederate States Navy. He was assigned to the Savannah Squadron as paymaster. It was in this capacity that he signed the offered document. After the war, Kelly was elected the first Lieutenant Governor of Florida, a position he held from 1865-1868.
